The King County Arts Commission was established in 1966 as an advisory body to the King County Commissioners (after 1969, to the County Council and County Executive). Receiving a county operating budget in 1970, the Arts Commission began undertaking various initiatives in support of the arts in King County. In 1977, the Commission began publishing the poetry and short fiction of Puget Sound literary artists in a special supplement to its newsletter, The Arts Newsletter. The supplement became its own publication, The Written Arts, in December 1984. One or two issues were issued yearly through 1993. Contributions were selected through a juried process; author photographs accompany written texts. Issues are arranged by volume number and year (volume 8, 1984, through volume 17, 1993), and by issue number within each volume.
