Scope :
The Office of Program Development was a major component of the office of County Executive Randy Revelle (1981-1985). Originating in 1972 as a division in the Department of Budget and Program Development, the office was originally established (1981) as the research and policy analysis arm (Office of Intergovernmental Relations and Program Development) under County Executive Ron Dunlap. In the Revelle administration, state and federal relations were removed from the oversight of the office (renamed the Office of Program Development); other functions were retained. Most records are from the period 1981-1985 but some records from the earlier administrations are present. Under the direction of a program development manager, a number of executive staff assistants coordinated and oversaw development of new county program initiatives, especially those that were high-priority or large-scale in nature, and were assigned as liaisons to executive departments.

This series consists of two types of records. Administrative records document office operations (budget, use of interns, organization charts, procedures, office history). Program records are present for the principal program initiatives which the office oversaw: jail contracts, economic development, the Executive's annual work program, grants management, Green River watershed drainage and flood control, Harborview Medical Center, King County's health and human services policy, the King County Housing Authority, the Human Resources Coalition, onsite wastewater systems, Referendum 37 (statewide bond sale funding care of disabled persons), reorganization of King County government, the Seattle-King County Department of Public Health, sewer divestment, surface water management (stormwater retention and detention), taxicab regulation and deregulation, and the Urban Consortium.
